Biography

Eilleen Ingram-Willis is a proud alumna of Rutgers Law School '04 and has returned to Rutgers as the Senior Director of Pro Bono and Public Interest. Previously, she was a Managing Attorney at Volunteer Lawyers for Justice (VLJ), where she led the N.J. Human Trafficking Survivors Legal Assistance Program, South Ward Promise Neighborhood Program, and the organization’s pro bono recruitment, retention and recognition efforts. Prior to joining VLJ, Eilleen served as In-House Counsel for the Jersey City Housing Authority for eleven years, where she established and administered all legal aspects of its public housing and voucher program tenancy matters and ensured compliance with applicable federal regulations and state laws. Her career in the public sector began as a Staff Attorney at Central Jersey Legal Services in the Housing and Public Entitlements unit, where she gained extensive ligation experience. During her law school career, Eilleen provided transactional assistance to small businesses, organizations and schools and represented resident groups and CDC’s regarding urban redevelopment planning through the Community Law Clinic. She was Co-Editor-in-Chief of the Rutgers Race & the Law Review and a member of the Minority Student Program. She graduated from the University of Pennsylvania, cum laude, with a B.A. in urban studies and a minor in sociology and earned her law degree from Rutgers Law in Newark. Eilleen is an active member of the Garden State Bar Association, NJSBA’s Pro Bono Committee, Women and Minorities in the Profession sections, and the N.J. Women Lawyers Association. She also currently serves on the Board of Trustees for WomenRising, an organization which assists domestic violence survivors and their families achieve self-sufficiency in Hudson County.
